Biography

Matthew C. Karrenberg is a Partner at Pearlman & Miranda. Mr. Karrenberg’s practice focuses on redevelopment, public finance, and renewable energy law.

Mr. Karrenberg has successfully represented private developers in complicated negotiations with New Jersey municipal entities on redevelopment agreements and long and short-term tax abatement and exemption agreements (also known as payment in lieu of tax or “PILOT” agreements), including those involving the issuance of bonds under the Redevelopment Area Bond Financing Law, N.J.S.A. 40A:12A-64 et seq. He has also represented private developers in real property acquisitions, sales, commercial leasing, development rights acquisitions, land use, environmental law, financing, subsidies and tax credits and general corporate formation and governance matters. In addition, Mr. Karrenberg has represented numerous public entities as redevelopment and PILOT counsel, including the State of New Jersey’s largest city, the City of Newark, which he represented for over a decade. Having represented both private developers and public entities gives Mr. Karrenberg a unique perspective on redevelopment matters.

Mr. Karrenberg has assisted clients in the development of renewable energy projects, including net-metered and grid supply solar energy installations, bio-mass generation, landfill gas to energy conversion and cogeneration/combined heat & power (CHP) projects. Mr. Karrenberg has advised clients on energy regulation, utility interconnection, property acquisition, construction, insurance matters, financing and subsidies and tax credits for renewable energy projects and prepared and negotiated EPC agreements and related warranties, PPAs, system maintenance and operations agreements, land and rooftop leases, access agreements and interconnection agreements.

Mr. Karrenberg has also represented the State, counties, municipalities, and their respective agencies, in connection with the issuance of tax-exempt and taxable bonds for numerous purposes, including redevelopment and renewable energy. He has experience with general obligation bonds, revenue bonds, private activity bonds, and certificate of participation financings and the related federal and State tax and security law requirements.

Prior to joining Pearlman & Miranda, Mr. Karrenberg was a partner at DeCotiis, FitzPatrick, Cole & Giblin, LLP. Before his legal career, Mr. Karrenberg was an underwriter for a major health insurance company.Mr. Karrenberg has been named a New Jersey Super Lawyer – Rising Star, is rated AV Preeminent and frequently lectures on redevelopment and financing issues. He received his Bachelor of Science in 1991 from the University of Scranton and was awarded his J.D. from Seton Hall University School of Law, cum laude, in 2002.
